Commercial Ambulance Service Call Diversion Program

Virginia Beach EMS maintains a policy that allows calls-for-service (CFS), which meet limited criteria, to be turned over to a commercial ambulance service (CAS) provider. This policy is administered under the provisions of Virginia Code §32.1-111.4:3. The eligibility criteria to turn a call over to a CAS include:

  • The CFS must be classified as a Priority Two type incident through the emergency medical dispatching screening conducted by the city’s Emergency Communications and Citizen Services department.
  • The CFS must be at a facility that has licensed healthcare providers on-site, including long-term care, skilled nursing, or other similar type facilities.

To be eligible to receive a turned-over CFS, the provider must be permitted by the City of Virginia Beach in good standing, and:

  • Will not accept a turned-over CFS if they cannot meet the response time requirements.
  • May not utilize emergency response mode to respond to the CFS.
  • Be able to provide for advanced life support care if the patient’s condition warrants it.
  • Acknowledge understanding of and intent to comply with the provisions of the policy.
